It's obvious that pvp balance already has issues, so why are you waiting to apply the balances you have listed? Seriously having a difficult time understanding why this has to be some huge balance shift...why not implement tweaks and adjustments with every maintenance?

They probably need to test everything, which means launching the test server. Have to do that first. They obviously can't test themselves.

They're making some major changes here; it's either "delay and test" or "release and break the game for a few months". Pick your poison.

I'm thinking the reason for this is because they need to get bugs sorted out before tweaking. Sometimes it takes awhile to fix bugs as well as test them. Making balance tweaks on broken feats and powers will almost absolutely cause balance problems down the road when the bugs are fixed.
It's also quite possible that by making one tweak/adjustment then testing the result they realized well now we have to tweak something else as a result of this change, kind of like a chain reaction.
