When refilling parties with dropped members, the Queue system refills the party using the role(s) of the player(s) who had dropped.
This seems like it's a good idea. If decide to try the dungeon with the group you get, then you've decided that group balance is going to work. This change doesn't mean the grouping is going to enforce 1 of each class ... just that whatever your mix is, the game wants to keep that mix for you instead of messing it up with a replacement that might make the team nonviable. (Imagine losing your healer and getting a dps or tank. It could kill the viability of your party.) Other games do this better by letting players pick what role their class is (dps/tank/healer/controller/etc), but this is a step in the right direction.
Further, while you can get 5 CWs, the bigger problem right now is kicking "useless" classes. Now if you try that, you're just going to get stuck with another one, so kicking useless classes should stop. It won't stop people from dropping the group because they refuse to play with a "useless" class, but it makes the intolerant people work harder to find a group, while the people who would normally be kicked get to stay in the group while a replacement is found.
You're right that if you get 5 CWs you have to disband the group and try to form another one. It's annoying but it's a smaller and less prevalent problem than the two things this fix addresses.
