Here's what it looks like now:

Tier 2
Cruelty’s Reward
When you critically strike a foe you generate 2/4/6/8/10% less threat for 6 seconds.
Devastating Shroud
Increase your critical strike chance and severity by 2/4/6/8/10% for 6 seconds after using Shocking Execution.
Tier 3
Brutal Backstab
While Stealthed you critical with 5/10/15/20/25% more severity.
Critical Teamwork
You and your nearby allies gain a 1/2/3/4/5% chance to crit.

What it would look like ideally:

Tier 2

While Stealthed you critical with 5/10/15/20/25% more severity.

Why the change?

Ideally, we would like the skills to benefit ALL TR's chosen daily/encounter/at-will builds. The original positioning favors builds using only Shocking Execution, whereas the new build would benefit all TR's and give them the choice of feat placement rather than forcing them to drop 5 points just to move to the next tier. It also logically gives you the choice of 2 critical severity buffs each around a different skill you may want to use, and then the choice of group buffs, one offensive, and one defensive. This also frees up an additional 5 points for most builds, allowing for TR's to further free themselves from pigeonholing and delve further into hybrid builds.

    Maybe that is the point?
    Specialize instead of going universal IWIN build that never have to be changed?

    The problem is, now, most TR's end up with 5 completely wasted points when they COULD be contributing and creating build diversity.
