Bug Placing Power points

Hello all...

I currelty have a 28 lvl human figther, but i havent been able of placing any power point since lvl18,i have leveled all my Q,E,R,1, to lvl2 them if said i can't place any other point till i have spent 20 points, how do i place more points if i barely reached 18 and everything locked up..?
