Okay, you've established that it scales by how much health you are already missing.

Using your "assumed base damage" of 5k, I will also assume my target has 20k health when full.

At half health, the bonus damage is enough to kill them. But, they were already half dead to begin with. That's not "one-shotting" someone. That's finishing off someone who was already half dead.

At a quarter health, sure, you do 20k damage to them. BUT....If the base damage is 5k, and full health is 20k, then the base damage ALONE would have been enough to kill them. That extra 15k damage? Completely wasted because it is 15k more than you needed to kill your target.

It's not overpowered. It's a power that does massive overkill to people that are already almost dead. If it did that kind of damage when your target is at full health, maybe you'd have a case for it being overpowered. But it doesn't, and you've admitted that it doesn't. Not sure why you'd argue something and then proceed to destroy your own argument attempting to prove your point, but that's exactly what you just did.

Yes, the OP is over exaggerating, which helps no one. To be fair, no one's mentioned crits. With Brutal Backstab feated, you get +25% damage, and underhanded tactics gives you +20% Combat advantage effectiveness(the exact numbers being unknown at this point).

Most rogues with proper gear and spec have ~40% crit chance, so this happens quite a bit.

Any smart rogue will open up with cloud of steel from stealth, and if they get a crit, +30% damage on their next hit, which I believe applies to SE(someone who plays rogue will have to verify).

So potentially open with cloud of steel (which can certainly hurt in itself http://www.youtube.com/watch?v=Y48A7iA3q6w), or any other opener.

So as long as you're down 7k from an stealth opener, one SE and you're dead if the first attack crits. Since:
    20/(20-7) * 5000 + (1/100 * (5000*(1/100 * (75+25+30)))) = 14.5k

This is without consideration to ArP, enchantments, etc. It's hardly a one shot, but to most people it's probably just the same since the attacker remains stealthed, so they feel like there's nothing they can do.

Like you note, it's based on health, so I'm way more afraid of ice knife at higher levels, it's base is way higher, and doesn't scale on HP remaining(+80 range wtf). Plus at 30k HP and ~14kGS, it's harder to get me low enough to make this work. I've successfully killed 3x rogues on a point as a GF(although I had to knock them off a lot, and they were obviously green). Just acknowledge they have a "I win" button, and don't be afraid to run away/kite, and you should be fine.

I could see SE adjusted a little, but not as drastically as people are saying. I would instead argue that if someone wants to center on high burst and damage, they should be a paper cannon. Stealth is a mechanic that can not be underestimated, as you get to pick and choose your engagements, and run when you need to. Stealth should be used more, rather than face tanking a 2 handed sword GWF that I see so commonly in PvP. Where's the Trickster if you're just basically standing there taking the damage?

TL;DR: 2x hits possible in the right conditions, SE is probably fine(viewed from a GF). Let's nerf Ice Knife!
