Can't you guys make adjustment on loot priority where class that can use the item will roll higher like in *cough*wow*cough* . i bet it isn't that hard to implement, putting a 50 cap limit on non-class char and minimum of 51 for class roll.
while in party system for dungeon skirmish and pvp. Other game have this penalty when leaving the party during a dungeon run wherein one will be ban(can't join any dungeon/pvp) for like 5mins the first time he do it, then 30mins, then 2hours for the third time. which will reset his status if he didn't leave a dungeon run for like 3hour.
