Templar's Domain - any testing done

I'm looking at a dps spec cleric for two cleric runs. Trying to work out what proc's Templar's Domain. Anyone tested if its only casts or if ticks can proc it?
In particular it would be good to know if Brand of the Sun ticks proc it or only the initial cast.
And I suppose I would need to do some math on uptime with Lance v Sacred Flame with the different attack speeds.
If not, I've got a baby cleric alt I can level up to try it out and will post back here eventually...
For context the currently accepted armor pen cut off for PVE is 2223ish, and saving 500 points of armor pen is 500 more points of crit/recovery/power if the uptime on Templar's is good enough (~90%+), or extra tenebrous enchants if that turns out to be a thing for clerics (which it probably won't)
