How block work?

So i can block some CC with block and some not.
Also find funny thing when i get "blocked"(it take +-30%block meter) and i take hit for 5k dmg.
PS i dont block anymore(funny when block can hold dmg from 3-4normal mobs in world for +-3secs), want CW dodge(its best dodge mechanic, nothing cant stop you)
