Devs, Utility Enchants Broken?

I've noticed my utility enchants don't stack. I saw a few post on this issue, but no dev response.

One player mentioned that they will only stack if the enchants are of a different rank, ie a rank 5 glory boosting enchant on you head piece will stack with a rank 4 glory enchant on your boots, but not with another rank 5.

Is this working as intended, or is their a fix in the works?

    There are lots of post asking questions about this issue but no official response. I think the community would appreciate some clarification; pretty please.
