Incredibly slow in game patching on load screens

What's the deal with this? I'm in the SE US, I have fiber optics internet. I get average download speed of 75 KB on these load screen patches, it takes me a few minutes to get into new dungeons. My friend I play with lives in Canada and he says he gets 2.6MB. Is there something I need to do, or is he on a different download server or something?

    Yeah, for the moment it's "broken." I just got killed by rubberbanding (sideways off a tall place) and by freezing while the bad guys don't. In about two minutes.

    So, time to shelve it for the day.
