I was told by a guildmate that higher level characters can't do lower levels dungeons, then later found out they were wrong. Upon learning that higher level characters can do lower level dungeons, I decided to put off doing dungeons for the title achievements for later levels, so I can go through zones faster and level faster (and go through the dungeon faster, too, of course).
Well, I learned just now that doing the dungeons at a higher level WONT count toward the achievement, so now I'm going to be missing 5 titles (1 because I missed the first skirmish in Blacklake). Since the game is still in beta, I'm hoping this is something that will be changed. I'm a big completionist when it comes to achievements in games, and now knowing that I'll be quite a few behind is going to bug the heck out of me.
Someone please tell me if they know if this is something that will be changed later on. TT^TT
Don't think so, but at PAX east a couple years back they were talking about story Dungeons where a couple people and their companions could do a version of it that played at whatever level the players were...I was actually surprised it got axed.
I'm pretty sure just this weekend I had a lvl 60 char who had skipped a dungeon (Cragmire Crypt, I believe). I went back, did it solo and got the achievement on my list.

There's one dungeon that does this - the Pirate King. Noticed it in a guild run and reported it...Probably not a priority issue but will get fixed eventually. I mean, the achievements are there for flavor (so far) anyway.

Funny that you say it's the Pirate King dungeon that's bugged with this, because that's the one I went back to do first, and noticed that I didn't get it.
Man, I started to flip out there for a second. Glad to know it's just a bug with that dungeon. Thanks for informing me! =]

Aren't those the "dungeons" that occur usually after storylines in quest zones? They do sound like those. Not sure if they scale, but that's what i'm gathering.

I might want to add that doing an epic version of a dungeon will also get the achieve for both epic and normal. atleast that's what happened for me. doing pirate lair got me 4 achievements at once.

The Skirmishes you can no longer do when you outlevel them as there is no manual entrance.
