Slower movement speed and gameplay overall (GF)

I'm a Guardian Fighter, lvl 47, and since I logged on today I have noticed that my movement speed is much lower, plus the combat is very laggy (hearing the sound before seeing the move etc). I have experienced lots of lagging previously because of my PC and internet, although this is absolutely a different kind than before. My charge at-will and encounter both rush to the target, then it hops back cause of lag, and then I see the GFX and their life is lowered. I've jumped back as much as ~30 meters when riding, but now it's just overall slower. This might be because of a nerf in movement speed, either for all or GF or dwarf, though I should have heard about that. It might be that the internet has lagged previously, and now it's my PC, but I don't think so as not much has changed. It was fine yesterday.
