There is only the one currently, but they have announced more are coming, when and what are the big questions. Spellstorm Mage is the one we have now, what we don't have is Battle Mage, Wizard of the Spiral Tower, and Blood Mage. This is off the top of my head, there could be more, but that's what i'm remembering.

Edit. Poor reading on my part, not enough caffeine. :P

The max points, i believe, yes. Unless you are human, where you get three more points.

Human get 3 heroic points, not 3 paragon points so it's 31 anyway. As for your build... I don't think you will be able to use Ray of frost if you want to "stay out of range", as it is channeled and its range is not increased by Far spell (according to tooltip).

Scrap and start all over. To run in End Game content (T1/T2), there is no such thing as "staying out of range". Especially as a CW dealing with adds, your bread and butter need to be Singularities + Steal Time and Shield, which force you to dance in the middle of a dozen mobs.
In PvP, you will also rarely be at range. You can start on someone from range, but eventually all them lovely TRs, which are roughly 70% of the PvP population, will be all over you.
Check out my personal Nerf Proof T2 Thaumaturge Build.

nvm i changed a bit on that build i planned, removed far spell and pop it to controlled momentum so that ill get the last one in opressor. opressor is good, lately im owning in pvp
i dont use shield in pvp too its kind of a bit useless for me
also i dont have any problem with TRs, but with GWFs i do :)
