And shorter quests give more loot to encourage more game time. If you get a good reward in 2 hours, you are rewarded for playing those hours. Then you anticipate being rewarded for playing another 2 hours. Longer quests give less loot because people will do them for variety when they know a 2 hour Astral Diamond count isn't at stake. That's why the unknown loot boxes are long term too... To help keep you wondering and longing while you are away from the game.

No, "Chart Region"'s reward is bugged. It's exactly the same in every respect to the task from the previous tier, "Protect Market", but the task consumes three local maps instead of requiring a weaponry asset and takes 2 hours instead of 6.
Even assuming you've only got one slot to work with, you get a strictly superior reward-to-time payoff with "Chart Region", after 3 "Explore Local Area", and if you have multiple slots to work with it becomes a vastly superior way to generate Bills of Sale, which can be cashed in for greater rewards up the chain.
The rare task "Seek Out Maps" rewards 2 district maps for a 6-hour investment, possibly superior to producing them with a version of "Chart Region" that will work, but that's a reasonable factor to take weighing rare task against common task. It's not something you expect at all from common task vs. common task one level lower. "Chart Region" is obviously bugged and should be fixed, not only to make District Maps easier to get, but to make Bills of Sale harder to get.

I bugged that, i am pretty sure this one should convert local maps to district maps, just like the higher level version that upgrades the district maps to the blue version (no idea what the name is atm). It might be a "quick" fix to limit the amount of district maps though, as you need those to collect taxes.
