Path of Blades dosen't crit..

So, why doesn't path of blades crit? each pulse only hits one target and its damage is about as low as a single throwing knife. I mean, I really love the spell, but it feels a bit weak, and I think that's mostly because it can't crit.

Is it a bug that it can't crit or is there some balance reason I'm unaware of?
