Foundry rating window not appearing for everyone...

how come some people who run my quest get the rating window at the end but some dont? bug?
MY FOUNDRY QUEST

Quest Title: Don't "Count" on it - Ch. 1
Short Code: NW-DQ3H4MXKG
Duration: 15-20 minutes
DAILY FOUNDRY ELIGIBLE? Yes!

    Have them try using the command /Ugcshowreviewgen

    If you move at all when the quest is completed but before the review window pops up, you never see it.

    The command: /Ugcshowreviewgen might show it, I haven't tried it.

    When it doesn't appear for me, pressing "M" brings it up. Don't know why. Seems to be tied to opening a new menu.

    yes I know the command, you're missing the point. MANY players dont know this command exists. Cryptic needs to resolve this on their end so it doesnt happen in the first place

    The list of things Cryptic needs to fix is longer than Wuhsin's story quest.

    new patch and no fix for this. seriously......... it cant be that hard to fix. sigh
