Can't Spawn Mount!

After my TR leveled up to 41 I used a power point to make Courage Breaker rank 2. After doing so, I'm unable to spawn my mount. When I attempt to spawn the mount with Courage Breaker equipped I get a message above the action points saying "Not A Valid Target". If I take Courage Breaker off, I still can't spawn the mount but the message doesn't appear.

At first I relogged my character. Then I restarted the game. Then I tried changing the bindings. Then I restarted my PC.

Nothing has worked. I'm stuck walking like some commoner. This is baloney. :mad:

    Am I the only one with this issue? Still isn't working.

    I fixed it by leveling up and using power points again.
