Any available assistance for forming a guild? (Dragon)

I'm trying to jump through all the hoops they require to form a guild, but have as of yet had no luck. Is there a handful of folks on Dragon shard that wouldn't mind helping me by having a character that meets all the stupid criteria to form one?
