Hello. I was farming for a Master Assassin set when I heard from a few people that Swashbuckling was better dps overall. After reading the tooltips it does appear to be very good.
I was hoping some people using the set could answer a few questions: What exactly is included in the "your powers have a 25% chance" part of the bonus? Is that all Encounters and Dailies or At-Wills also? Is the 3 stacks buff really usually up 100% of the time or did your rotation have to change? Do you feel that Swashbuckling is the best choice for pure PVE dps? Thanks you for any guidance you may have.

I was looking to kit myself out on the Auction House since I do not do dungeons, and the cheapest gear was, it turns out, PvP gear... while I'd prefer some of the stats on the OTHER sets, it's hard to argue price. Then I found out that the PvP set's set Bonus for four pieces was +20% (or 25%?) Stealth meter... which means more time in steath. The other set bonuses may be numerically superior, but for someone who LOVES the shadows like me, that's a hard one to pass.

To be fair outside of the PvP weapons the PvP set itself is fairly awful for PvE, it has zero Power on it which is a TR's best stat by a fair margin. So if you're planning on doing PvE content and are looking at the PvP armor you might want to look at some of the other T1 sets instead you'll get way more out of them.

Uh I'm pretty sure power isn't the best stat by any margin. 25 power to 1 bonus damage means you need huge amounts of it to even come close to the damage increases you will see from balancing your stats out. AP to 2.2k, Crit/Recovery to 3k+, then any leftover into power. Power just isn't as cost effective until the others start to hit a diminishing return.

Numerically, yah, I like the other sets. But I love that extra stealth. Also, the other sets were insanely more expensive on the Auction House (when I could even find any). I only have a handful of Seals and no idea where there is a Seal vendor for level 60 Gear (if there is such in the game yet)... but it may be that I can use Seals to get some gear later on. For now, what I have is better than the green / some-blue gear that I ~had~ even if it doesn't optimize the stats I prefer.
I have put +power mods into every slot I can, and chosen rings and amulet and belt to maximize the stats my PvP gear doesn't... I really wish I knew where to get the armor that was shown in the Founder's pack Menzoberranzan Renegade advertising. This bulky overcoat and jester hat just does NOT suit me.
The PvP set is decent in PvE for awhile if you went with the bottom talent tree and took the 25% bonus crit severity in stealth. You can get off two rotations of Duelist Flurry + an encounter if you time your stealth right before your 3rd strike of Duelist.
I use a full set of Swashbucklers and all your attacks proc the 4-set bonus which makes it the best but if you've already started collecting the other sets don't feel too bad they're still pretty decent. Also getting two of each set is an option and one that my guildie prefers.

What. Power is the worst stat for rogues until you have all others at heavy DR.
The downside of PvP Armor is that 2pc is a defensive stat, not a offensive one.
In T1 that makes it less desirable than Elusive+Duelist 2pc+2pc (400crit+400recovery) or Shadewalker 4pc (400power+600arp)
In t2, Swashbuckling dominates the other two sets and wipes the floor with T1 stuff.
