How do I turn an npc hostile?
And how do I choose his weapons and abilities?

    You can't exactly turn a npc hostile, but what you can do is have him disappear and have an encounter appear. You also can't choose weapons/skills, but you can pick a monster that has the skills you want and then reskin them to match the npc.
