Doubt it will change anything or that the chat will clear up just because you reported a few people. Actually i have never seen anything change in zone chat. Yes you will see people getting excited writings things like "Reported for Spam!!!!"
Right after that, you will see more of the same and people get angry because they got muted for a few hours and start reporting everyone just because they can.
If you report anyone for spam they get a 24hr complete chat ban.
I do about 50 people a day in retaliation for my ban.
Mature. Also, that's gonna make it better. Consider that this might be why you got banned. Yeah, just spread that negativity around, that'll fix everything.
As to the OP: We'd been dealing with it in champions online for years. We have costume contests, where we give out resources for creative costuming. Many of the well known hosts get chat banned on average about once a week, by trolls who just want to disrupt. Every time, we get the same message, when we complain. "The system is working as intended".
As for the "it can't happen with a few reports" crowd? Golden number is 15-20. I know guilds that focus fire ignores on people who do too well on pvp, or get drops they wanted. Mark my words as a Cryptic vet: If you don't think this is a problem, wait. You'll catch on soon enough. My suggestion is not to dismiss it before you get more info, because if you deny that it can happen, you're wrong. I hate to be so direct, but it's true. Straight out, full stop, this is a mechanic rife with potential for abuse and grief. Hell, the game's free to play. I can just /ignore someone, alt, do it again, alt, do it again. One person can shut down entire guilds this way. I've seen it happen.

As others have stated if you are reported by enough people in a short amount of time you will be automatically muted for 24 hours.
This system is in place to prevent gold farmers but sadly it sometimes effects people who possibly should not have been reported. We'd love to hear feedback on the system but please write such feedback without posting details about your mute.
Account related details may not be discussed on the forums and the big reason is because it causes flame wars and assumptions about players. In order for feedback to avoid becoming inflamed and off topic we request that you keep feedback specific to the system and not your personal experience.
