"mess up" is not possible; every roll is playable. This could be a very balanced rogue with approximately 20 in all 3 stats, or a very high dex rogue. It will never be a high str or cha rogue though, so if you want that, you need a re-roll (and possibly a race change).

They matter more the higher your level gets, in terms of raw damage done. that is, 1% more damage of hits for 100 at low levels is petty. 1% more of 500k or more in even a short weak boss fight is significant though over the long fight, like in a skirmish. And in a tough group instance... also its more than 1%. Its your score -10 % so a 15 str vs a 25 is 10% damage difference over hundreds of thousands of points of damage done at higher levels...!
However the benefits of str vs cha vs dex are more complex and, again, read the many posts on those topics here.
mine was 16 str, 16 dex, 13 cha and whatever else. Race made it 18/18/13 and at 60 25/25/15 I think?
This isn't hard math to do. If you're doing 500,000 points of damage every time you attack, then 1% more damage from strength will move you up exactly 5,000 points of damage. Every additional point of strength would then add another 5,000 points of damage.
So two characters, one with 1 STR higher than the other, with all other things being equal, will need to attack exactly 100 times before he has done one attack higher of damage than his opponent.
Another way of looking at it is that if two people attack 100 times, the guy with the 1 STR will have his damage values adjusted to look like he hit 1 extra time, or 101 times.
Just keep that in mind when you're agonizing over your attribute scores.
