Healing Action Feat broken?

It says 1%/2%/3% but there is 5 points I can put in it, Are there 2 more % if I go to 5 or does it stop at 3% like tooltip?

If so I should just put 3 points in it right?

    Looking for an answer before I keep going on with my feats.

    I'd suggest possibly just skipping it altogether. +HP and +healing are points better spent than +action point gain which may or may not work on most of our skills.

    There's barely any skills that will proc it anyway, which is why I skipped it.

    Even if it was supposed to be 10% at 5 points like the other classes'.
