Forcing a dismount in pvp

Can this be done? I was in a match yesterday and a TR just sat on his horse and ran circles while I tried to chase him down. I hit him with everything (including frontline surge) and he just stayed on his mount. I could never catch him to do enough damage. Is this working as intended?

    yea its 5 hits or 15% of his hp to dismount

    Do the hits of have to come back to back to back? Because I hit with Threatening rush -> Lunge -> Threatening rush -> Frontline Surge successively and it wasn't enough.
