PvP: Automatic "Level Up" System

*I could not find all the information I would like on this specific system to further bolster my assessment of the situation, so I realize I may require some additional input from a developer on this topic.*

I heavily enjoy pvp in games, and while this game most certainly has it's many issues (I'll leave this alone for now...) I have mostly enjoyed leveling my characters through pvp in Neverwinter. During my many hours of play on my characters I would frequently go through differing stages of power and effectiveness, while this is a normal experience shared across many games I noticed that at certain times my effectiveness would drastically change more than it should, possibly even occurring match to match.

Obviously I became very concerned when I witnessed this happening more frequently on my characters, so I began to suspect the "Level Up" system was not always functioning correctly. I began to watch my tool-tips for damage differences in matches and discovered that sometimes my damage would drop to nearly half of what it was outside of a pvp match... As soon as I repeated this and confirmed it was an accurate description of my situation I asked in zone chat if anyone else noticed something similar. I didn't get as much feedback as I would have liked, but one person said that at certain level ranges (the x5-x8's for them, x equals the level bracket) they noticed an issue as well. *Somewhere to start maybe, unless there is a more detailed explanation on how this system functions, and it is currently "working as intended"...*

I wish I had more concrete information, but as I just confirmed this recently, and don't know all the details of the "Level Up" system to begin with, I realize I will need some help fleshing out this example further. However, I still felt this issue was worth bringing to your attention as there are definitely class balance issues already in the game, and this specific issue will most certainly compound the feelings of "unbalance" and disappointment when it occurs, and is also quite possibly already leading to further frustrations for many players.
