Saving Throws and Damage Resistance

Why isnt this mechanic incorporated incorporated into the combat system? I mean, I am not super familiar with the 4.0 ruleset, but I thought they still existed. I also feel it would give developers some more options to play with. For example, many people complain about the bosses being completely immune to Control effects. In previous dnd games I have played, most bosses would typically just have extremely high saves. It was rare to see a boss COMPLETELY immune unless it were via some inherit trait. (ex. beholders immune to mind effects)

On a similar note, I would like to know if enemies have any form of specialized damage resistances or vulnerabilities in Neverwinter. Would a troll, for instance, take more damage from fire? Or a demon take less from fire? Anything like this incorporated here? If not, it should be. I know there are plenty of other things which need to be addressed first. But this could maybe help fix some other things.
