I am wondering if this downtime will only fix exploits and punish exploiters. I many others have been incapable of using our Nightmare mounts for a little under 2 weeks. Hears hoping they fix a bunch of bugs too.
Good thought but they are going crazy with a game-threatening situation - bad enough that they took the servers down for many hours on a weekend - which no company does if they feel they have a choice. Many people are threatening to quit if they do one thing (some even mean it) and a lesser number are threatening to quit if they do NOT do that thing (some may even mean it).
I wouldn't hold my breath for bug fixes - though any fixes they can sneak in would be welcome.

Very likely yes. They seem to have had something of a crisis stealing time from bug fixing.
Remember everytime the dev team has to divert time and effort to fixing an exploit is time they are not working on some other bug that they could be fixing.
