The cheapest way is the Guardian pack since it comes with a T3 mount for all your characters, if you play more than one. If you just want one mount, the Heavy Nightmare is the cheapest, yes.
I believe that when you upgrade a mount, it only affects that one mount.

The way I understand it, training tomes (whether it is for mounts or companions -- when they add those) are specific to one mount/companion per tome.
So if you buy the palomino horse (rank 1) and then buy tomes to get it to rank 3, that doesn't mean that the next rank 1 mount you buy will also automatically be increased to rank 3.
Better buy a mount on Zen market, 4k Zen = 1m5 AD => you get a best mount with 110% runspeed bonus.
Otherwise, 5g = 50% mount + 2m AD to get to the 110% mount.
Everything forces you to spend money in this game.
I lost faith in this game already. Now AH and economy is broken. What a great run!
FYI: one other thing, 1k Zen for 100% enchant fuse for a Weapon/Armor rune stone. Because 1% success rate will never get you anywhere
