[Professions] What's the purpose of better weapons/armor for leadership?

I have green Armor/Weapons for leadership (Basic), but they don't seem to do anything the Worn Weapons/Armor do.

The description says nothing (compared to the mercs which explain they give x% in optional slot), but when you actually apply them they say +18% Quality.

Do they do anything at all? Increase rewards?

I assumed the higher quality armor and weapons increased the chance of making the chest contents (on the leadership missions that reward chests) turn out better. Since I have yet to see that happen, (despite the mouseover text on those chests saying it can) perhaps not.

If you read most of the chest rewards, they list the contents for the chest type that they are and then have some sort of or statement without listing contents. Usually the or statement is for a chest of the next level up. The higher quality tools should be increasing your chances of getting the next chest up, even if it is an invisible change unlike the next tier rewards for most of the other professions.
