Exchange balance not being seen by all characters

Only one character can see the existing AD balance on the AD exchange.
Even in the blurb for the exchange it says that any character can withdraw. How if they can not see it.
To be honest I do not expect a response since my customer service experience with RWE has only been negative.
It is more for the other players that might run into the same thing.
