PVP needs some changes ASAP!

I'm quite new to this game so I actually started to play PVP yesterday for the first time. I hope that someone doesn't get this wrong for mentioning another MMORPG but there is a lot that could be taken from WOW
1) yesterday I played arround 10-15 pvp matches; NOT IN ONE of them I had the luck to get in the arena/bg ( w/e it's called ) with my team full. ( 1 Match 1 person didn't enter and 2 were AFK at the spawn point just jumping every few seconds; my guess bots ) so you should really make some way to kick ppl that stay outside, ppl that stay in the spawn area ( egz. over 1 min ), votekick and to make ppl join the match that already started ( so you always have 5v5 )
2) since you have so many ppl that stay outside and that leave in the middle of the fight there should be some kind of debuff ( egz. make them unable to enter another pvp match for the next hour or 30 min; cause this way if someone doesn't like the odds he can just leave and rejoin a new match in a few sec, and he can do that over and over again )
