Respec not fully resetting powers

I hope that this is a bug...
I just used my purchased respec token. Instead of resetting my character to level 0, it put me at level 5 with 1 rank in all level 1 powers. This is not what I wanted as there are powers that I don't want any ranks in at all.
Is this a bug or is it a feature? because if it is a feature then it was not communicated very well and I would like an explanation.
Anyone who can shed some light on this would be great
