Where to find refugees for a Leadership task?

Not sure exactly where to put this, but figured here is a good place to start since it is sort of a 'how to' question.

One of the Leadership profession tasks is "Give Refugees a Home". It requires 3 refugees as resource. Where does one acquire said refugees?

    When the 'Rare' tasks are active there will be a task that rewards refugees.

    You have to catch it when it is active. They are not always the same.

    Nope, hover over the icon for this in your recipe.

    It tells you that it is available from the profession booster packs. If you do not want to pay zen for a booster pack then look in the Auctioneer for someone selling them for AD.

    Help the Needy showed up recently and I was able to do that task. So now I have the 3 refugees needed for Give Refugees a Home.:)
