Tool tip is broken for skills

The tool tip needs a major overhaul. It does not reflect changes with upgraded skills,and it frequently doesn't list the damage even when on your hot bar. How are we supposed to know how effective a skill is if our only source of information is woefully incorrect? This should have been fixed a long time ago.
