Hidden power?

There's a power that should replace/improve(?) stealth. You can unlock it by getting rank 3 in all "previous" powers. What does this skill do? It's stupid you can't see it till you have unlocked it. If it's ****, you have to respec = zen, stupid setup if you ask me.

It's not a hidden power. It's not a power at all. You misread the tooltip. It says "Unlocks rank 3 in all skills upon spending 30 skill points" (I may be paraphrasing a bit). This means once you spend 30 points on powers you can start to raise your powers to rank 3. Before this you can only increase any power to rank 2.

Ah so it's a passive skill you get automatically, gotcha!

It's not a skill, passive or active, it's a feature that is unlocked.
