Character can't use HP potions

It seems that whenever I mail items to my account from one character, then withdraw them from a second I lose the ability to use healing potions.

This is not related to the direct items mailed - this has occurred if I've mailed potions or not.

Bug reported, GM ticket entered - no response to either so far.
