I was thinking, being as the Ice Storm daily is the first one we get, and the most damage dealing one in AOE terms, it seems very cool and useful and its a shame its such a "no-no" in party situations because of the knockback it gives.
So I was thinking maybe change the knockback effect to either freezing the targets caught in it, like getting instant 6 chill stacks, and maybe prolonging the status a little so it gets that daily flavor, or making the targets prone? I think this change would make this daily a lot more viable and useful with parties, in dungeons ect....
The chill thing is kind of there already if you pick the last feat in the Oppressor paragon feat tree, it causes Ice Storm to add 5 stacks of chill instead of one.
However I did see someone suggest changing the knockback on it to a knock up, for it would still match the skill's animation, and not HAMSTER everybody off when its used, as well as provide some cc with targets getting knocked into the air then falling down prone.
Change the Oppressor feat to something like this: Every time you apply a chill reduce the cool down of all other encounter powers that have chill by 1 second (3 sec internal cool down) . Then allow Ice Storm to freeze targets rather than knocking them back .
whats the original feat? that feels like it would bring some imbalance if it will allow you to churn out CC spells one after the other with no downtime

It's basically underwhelming.
Also, bluereverend, I am just throwing out solutions without actually thinking about them in depth to stir up discussion (not that the devs care) but the reason my gut feeling pushed me in that direction is because thematically oppressor is about control and it doesn't do that very well. Secondly, most people do not use chill based spells; ice ray, icy terrain, even chill strike at certain stages are all neglected. Thirdly, having an internal cool down (I made an arbitrary number, but you could probably set it as high as 4s and have it be competitive with the other choices) prevents you from casting one after another. Lastly, changing the feat gives it some synergy in the paragon tree that Oppressor lacks - most notably it will work well with the other feat that decreases the cool down of icy terrain and entangling force when you kill something.
So thematically, you'll have someone who is focused on actually freezing things and immobilizing them as a form of control with area denial through icy terrain (which no one takes currently ) in conjunction with ice storm (another spell no one uses in pve and rarely used in pvp...) . And if a player wants to take ice storm they now have a valid reason to since it no longer knocks back but rather freezes.
Well I don't use the Oppressor tree my self simply for the reason that I don't really like Ice based spells in general, Its boring to me that every mage class in every game uses almost solely Ice spells for CC like effects, what about illusion for example? that could do the trick just as well and add a lot of novelty and something unique to the class besides the normal "ICE/FIRE/LIGHTNING"

And sure, they could add illusion spells like you can create an illusory pit and mobs would run around it but then, since we have PvP, it would be useless there. Rogues also have an illusion like ability so they've stolen some of our thunder.
But yeah, agree with ice storm doing something other than knocking back because right now it's a false choice. Players are punished for putting more points into it than necessary to progress to the next tier. And they're punished for putting it in their daily.
