Queuing System broke?

Hiya folks,
Is it me or does the queuing system seem to be broken? It takes so long to get into a party for skirmishes and dungeons it's ridiculous.
I was trying to get into a skirmish which took 30 minutes to get in and all I can see in the /zone chat is a ton of people wanting to join the same skirmish and it's the same principle for dungeons.
Also in the tower district I formed a party of 5 and joined the team to Orc Barracks skirmish and we didn't instant join. In fact we waited 20 minutes before people got bored and left the party. I mean what the hell?? we had the group but no skirmish?
Something is seriously broken here.
