Well, it damages bosses, it won't build chill stacks though since bosses are immune to CC
The last feat in Thaumaturge which causes -15% dmg mitigation on targets sounds like it would work, can't think of a reason why it wouldnt, but I've never tested it.
My CW always enters dungeon with ray of enfeeblement on spell mastery so I can zap hard targets with it so the group can bring it down easier, its also handy for double zapping the boss every now and then for the 1 dps whos trying to kill the boss as everyone else tries to take aggro off the cleric
