Im a level 25 Guardian fighter. I really like the class so far, and have read a lot of threads arguing about Tank threat in this game. I am a little confused about how to sustain threat on a single target using the Tab/Mark ability. As I understand it, I mark the target, and then use my at-will block abilities (Stab and Shield Slam) or the Mark will dissapear. Ive talented for increased threat on marks, so it would seem to me I really want to keep that mark up as long as possible. But It seems limiting that I have access to only 2 abilities at the moment I need to really hold threat. Or do I not need to keep the mark up? I think I'm just doing it wrong.
As far as I know there is a ?feat? that allows mark to stay after you block a hit. So I assume block goes away as soon as you get hit (even on block). It has nothing to do with the skills you use on the enemy.
Keep in mind, mark only increases your aggro gained by other skills, so if you do no damage, you still don't get aggro.

Your doing it "Wrong" but its not your fault. The game implies that is how your supposed to hold threat, unfortunately that isnt the way things are playing out.
Threat through Mark while important is only 1 part of the equation that will allow you to hold agro on a mob, single or multiple targets.
Part of the problem your experiencing is that you dont have all the tools you need to hold threat (and wont till you hit 40s-early 50s) but the basics are there.
1) Spec DPS - Rokuthy's Hybrid Tank Build & Envy's DPS Guardian Build
2) Gear DPS (Power/Def Gear) - While leveling. Once you get to 60 you will need to make the decision to either gear full dps (Envy's path) or start picking up the Bulwark Tank gear (Rokuthy's path)
3) Profit!
Guarding is a important skill to know how to do, and when running instances ill guard certain attacks especially if im running low on hp and waiting for that heal to come in or potion to come off cd, but its better to just avoid the red glowy circles of doom under you than to guard them.
DPS is going to be your bread and butter when it comes to maintaining threat, but the passive Threat boosting ability is still important and becomes all that much better once you get Threating Rush in your 40s (i believe thats when you get it, late 30s at the earliest). Eventually you should be able to push so much dps that you can eventually remove it from your passives but im not there yet (2/4 of the Bulwark set).

Mark disapears after you take an Un-Blocked hit. If the mob never hits you the mark stays up. (they do eventually go away on their own, but i believe its a fairly decent lenth of time.)
