This can be a bit confusing (I still haven't figured it out), but whenever you review a quest in a campaign, you're also actually reviewing the campaign. I believe (I'd like to hear what others know about this, as I haven't tested it) that any new reviews you make for different quests in the same campaign will replace/update your original campaign review, while the reviews for previous quests remain the same.

What Tilt42 said basically. I made a Quest it got a few reviews then I added it to a campaign and all the reviews after the point I added it count for the campaign and the individual quest.
The review for the campaign is a reflection of ALL of the quests that go towards making it up. In the same way a bad review of one of your quests has less impact if you have a large number of good reviews, the campaign suffers from a bad quest less so if there are a larger number of good quests associated with it.
