Powers question (unlock after rank 3)

I don't know what it is called, nor what it unlocks, I've asked in game to no avail. Also, sorry if it has been asked or is somewhere, but i don't really know what to look for. The questions are what is it, is it worth it, and when does it actually unlock?

    Before you have spent 20 points on various powers, you can't put more than 2 points in any power. Once you have spent 20 points on various powers, then you can put a 3rd point into those powers if you want.

    well yes, and i have as you can see (the screenshot is from my character.) but i still don't know what it unlocks and everything prior to that unlock is unlocked and at rank 3.

    Oh boy, you think it'll unlock some secret skill if you put all your early skills to rank 3 eh? Thats not what it means at all, its just telling you you can put your skills to rank 3 once you've spent 20 points. Get your $6 ready to buy a respec token.

    or continuously remake character like me...yea its not fun at all ~_~
