New-ish cleric here. atm im just looking for base leveling/dungeon running and what ever endgame there is. Im wondering what everyone is stacking to maximize their healing.

There are various threads on here that will give you some insight about builds. The basic schools of thought are (1) maximize wisdom and (2) maximize strength and charisma. The idea behind approach 2 is that our builds don't scale very well with wisdom and power increases and that we are better off maximizing critical chance (strength) and recovery (charisma).

20/20/20 (STR/WIS/CHA) seems to be popular. i'd have to agree with that, but, if you mean actual stats:
recovery (to reduce astral shield down to below a 15 second cool down) -> power -> critical strike -> everything else
also, apparently, at 3k in any stat (but power), you get hit by DR REALLY hard.
and, the reasoning behind getting recovery upped fast is because astral shield is pretty much the clerics best skill. getting it below a 15 second cool down will let you have a 100% uptime on the skill.
critical strike stacking is also viable because DoT/HoTs work differently in this game: unlike in other MMOs, if the initial hit of your DoT/HoT crits, every tick thereafter will ALWAYS crit.
