There are supposed to release Tomes that will allow increasing companions level, but they aren't in game yet

Yup...the training manuals are on the companion merchant but the price is marked as coming soon. They could be waiting for open beta to finish, trying to test difficulty of content with the limited companions, or trying to fully test the zen/astral diamond methods with the higher open beta populations.
Since higher level companions come with more gear available and also a third attack eventually. The epic companions released right now are obviously fully tested to be epic (and rather weak). The generic ones haven't had as much attention it seems.
It's like they're free and wont make PWE any money or something.

That makes no sense considering that they are SELLING epic and rare companions already.
I have a feeling tomes will end up costing around 500k AD for Training Tome I, 1M for Tome II and 2M for Tome III
