disapearing quest

My quest keeps disapearing.
It works fine with the play test in teh editor, but as soon as I move to a different zone(from Protectors enclave to Blacklake district) the quest disapears. I technically still have it somewhere since i can't pick it up again. It isn't in the list when I hit 'J' and it isn't in the list on teh side. I've tried with 2 different characters and I have gone in and made changes and published it again several times since i first noticed this.
It does come back after logging out and back in but then does it again later when travelling to another district.
