If any of your network settings change, like IP address, or Master Browser, Firewall settings, Ports, etc...anything changes, then the server starts to refuse to communicate with you, because it thinks you have not validated your PC with it yet, and that you are another PC trying to log onto your account.
Remember that one time log in access code when you installed the game? Well, therein lies the problem. So, you gotta delete it.
Uninstall "Neverwinter".
Go to (If game installed to C:) C:\Users\Public\Games and delete folder "Cryptic Studios".
In your browser, search "psexec.exe" (get it off the Microsoft site), download PsTools.
Unzip PsTools.zip (use 7zip or other).
Open PsTools folder, and copy (Ctrl + C) PsExec.exe
Go to your Windows Explorer, into your hard drive "C:" and paste (It will be easier to explain this way).
Now, click your start menu, go to "All Programs", click "Accessories", then RIGHT click the "Command Prompt", and in the drop menu, click "Run as Administrator"
A command prompt window will open.
Type "cd\" which will bring you to the "C:\>" prompt.
Type "psexec -s -i regedit.exe"
This will open the registry editor.
Press "Ctrl + F" and type "cryptic" and press Enter
Delete everything with cryptic in it.
"Ctrl + F then Enter" and repeat as necessary.
You will come to one folder that you will not be able to delete. This is the culprit.
Right click the folder in the left window with a bunch of numbers, and click "Permissions..."
You see in the "Group or user names" window, the "CREATOR OWNER"? It should already be highlighted in blue, and you will see in the window below, that there is a check in "Special permissions".
You gotta delete this.
Click the "Advanced" button.
I am not going to explain this part very well, because if you don't really know what you are doing here, you shouldn't- or you should educate yourself about it.
Basically, you have to give the "Administrator" group permission to this folder, along with (and very important) "Replace all child permissions with inheritable permissions from this object"
It STILL will not allow you do delete it, but keep messing with it, and eventually, it will delete itself...hmmm...
If I have not lost you- basically this folder is a child of another CREATOR OWNER, and you cannot delete it, but what will happen, since you are using PsExec, is that the CREATOR OWNER will delete this entry in your registry because it will think it is corrupted.
Close out the Registry Editor, and reopen, and try to find any other "cryptic" entries. You will not find the one you couldn't delete anymore (told you), but there will be a few other "cryptic" entries which you should just delete anyways.
Now, I went ahead and did the whole IE10 browser clean, firewall allowances, CCleaner, etc...and rebooted twice.
Then, I reinstalled Neverwinter (you should have the 3Gb file in your Downloads folder), let it patch.
You KNOW you are successful when you run it for the first time, and it emails you the one time access code for your computer.

There are parts in the Registry Editor about Ownership that I did not explain well, because those are taught in the IT Pro Class 101, and if you don't know about that simple stuff, then you should educate yourself about it...
