I like to ignore it. But thats just me, and no, you cant slow it down, as that would mean slowing down how fast people post in the chat. I dont think you can just tell players to wait for the next open chat post slot to be open. Queues are bad enough for dungeons and skirmishes, I dont think we could handle queues for chatting.
No, currently there is no way of slowing [Zone] chat down.
In-fact you can just scroll through it. Yet it will keep going up faster.
However switching chat channels while a message appears, would allow you to read some [Zone] chat messages.
Over-all though, there is now way of slowing this down. Since it is not in power of you. It is all the players on the Servers talking to each other; asking questions. So yeah you can only expect spam and a lot of chatting.

Feel free to try any of the custom channels I set up in the place of zone chat...
