Executioner PvE Build [EPB]
This build is 100% PvE DPS based. It will still work decently in PvP but not as well as a pure PvP build would.
FOREWARNING: The talent and feat calculators have one less point than they should. For the extra power add it to 2/3 Whirlwind of Blades. For the extra paragon feat, get 5/5 Underhanded Tactics. As
Human, after maxing Scoundrel Training, add extra points it into Improved Cunning Sneak.
Combat Advantage gives a +25% damage bonus while you're in stealth. Not many people are aware of this but it only further stresses the importance of stealth in your rotation.
At-Wills -
Sly Flourish and
Duelist's Flurry. You can switch Sly Flourish with Cloud of Steel on fights where it benefits you, but Duelist's Flurry is almost always a must.
Race -
Human is the best race to go in my opinion with the extra feats but
Half-Orc is basically equal if you don't mind their appearance.
Abilities - Go full
Str and
Dex, since you'll be getting Disciple of Strength which increases strength dmg bonus. If you're just rolling your character now, get +2 strength if you're human. +2 and +2 dex if you're H-Orc. Strength is actually the main stat you should be going for as it increases your damage more overall. Dex is secondary.
Skills -
Shadow Strike (You'll be doing about 30% extra damage while in stealth with this build. Stay in it as much as possible when DPSing.)
Path of the Blades(This does a ****load of AoE damage to all of the enemies around you.)
Blitz OR
Wicked Reminder (Use Wicked Reminded for boss fights, Blitz at any other time.)
I encourage changing encounters up depending on the dungeon/type of mobs. Gradually you will figure out which encounters do better where and take initiative where you feel like you should. What I suggest is by no means the optimal setup for every dungeon, it is only what will generally work out.
For Dailies:
Shocking Execution and
Lurker's Assault.
Class Features -
Tactics and
Tenacious Concealment. These two are the only really good PvE features in my opinion. Tenacious Concealment is basically vital to this build as Stealth is extremely important and getting 50% of your stealth meter knocked down whenever you get hit is not a good thing.

Feats -
Stealth/Combat Advantage Improvements along with Damage and Crit Chance/Severity are the main focuses of this build. Due to this the build is pretty straightforward. I take Critical Teamwork over Nimble Blade because NB gives a 4.3% overall dmg bonus while Critical Teamwork gives a 4% overall dmg bonus but also gives that bonus to your team. Crit also goes well with Overrun Critical.
If you'd like to change your FOV use the following command: /gfxSetDefaultFOV XX where XX is your FOV. I use 70, the default seems to be around 55.
