Can save cant publish

I can save my published quest but I cant republish it... Is it lag or does it mean that by saving it automatically republish the old version? I know that before was possible to publish again published quest so I can update it that way.
Also the Foundry tool is so much lagging right now...

I'm not able either, and there's a thread right below this one with the same issue. Probably a server thing right now.
