say i got a quest at lvl 30 but i leveled to 33 doing just pvp, then i come back to that quest. does the XP gain from that quest still stay the same? or does it scale?

It stays the same (as the mobs do), I believe. Otherwise, it wouldn't be logical at all.
Foundry quests on the other hand do scale, XP and mobs alike.

What do you think is the highest level gap between you and your quests to still make the quests worth doing (in terms of xp efficiency gain)?

i.e. if you're 4 levels above the quest level, is it still worth doing? 5? 6? what's the highest

In theory, you'll be able to do quests much faster when 3+ levels higher than mobs, so even if you gain less XP, you're not gaining less XP. In theory. The question here of course is variables. I personally did quests 3 levels lower than my char (cause of doing a lot of PvP) and didn't feel that it was time-wasting, XP gain wise.
